STELLWAGEN BANK NATIONAL MARINE SANCTUARY The endangered Right Whale is a regular visitor to Stellwagen Bank. The whale is a slow moving animal that is prone to being involved in collisions with vessels. The National Oceanic and Atmospheric Administration (NOAA) has designated Cape Cod Bay and the region east of Cape Cod as Critical Habitat for this species, and has identified the Stellwagen Bank National Marine Sanctuary as an additional area of importance to the Right Whale. Vessel operators should use caution around Right Whales. Intentional close approach to Right Whales is prohibited and may result in a violation of federal or state law. Three federal areas of special concern are: Stellwagen Bank National Marine Sanctuary - bounded by: 4245 59N, 7013 01W; 4205 35N, 7002 08W; 4207 44N, 7028 15W; 4232 53N, 7035 52W; and 4239 04N, 7030 11W. Critical Habitat Area/Cape Cod Bay - bounded by: 4204 48N, 7010 00W; 4212 00N, 7015 00W; 4212 00N, 7030 00W; 4146 48N, 7030 00W and on the south and east by the interior shore line of Cape Cod, MA. Critical Habitat Area/Great South Channel - bounded by: 41 40 00N, 69 45 00W; 4100 00N, 69 05 00W; 4138 00N, 68 13 00W; and 4210 00N, 6831 00W. LNM 18/99 (CGD1) WARNING Kill Van Kull Channel and Newark Bay are undergoing long term and extensive dredging. The U. S. Coast Guard has established a Regulated Navigation Area (RNA) 33 CFR 165.165 encompassing the entire dredging area. Many Aids to Navigation will be relocated and/or established to mark the limits of these sites to ensure safe navigation through and around these areas. Mariners are advised to exercise caution while navigating through these areas. Chart 12333 (CGD1) LNM 29/99 NEW ENGLAND ICE CONDITIONS - CAUTION CONCERNING AIDS The formation of various types of ice along the New England coast and its rivers, and ice movement caused by wind, tides, and currents may result in floating aids to navigation being extinguished, off-station or missing. Fixed aids to navigation may be destroyed and drawbridges rendered inoperative. Icing on buoys may result in their being partially submerged and/or misleading as to color characteristic and numerals may be missing. Sound signals on buoys may be inoperative. Because of ice conditions and without prior notice, certain lighted buoys and sound buoys may be removed from station without replacement, whereas others may be replaced by unlighted buoys. During storms, ice formation at radiobeacon stations may reduce the strength, range and operation of the radiobeacons. Mariners are cautioned to exercise discretion in using aids to navigation in areas where ice conditions are known to prevail. LNM 02/00 (CGD1) FOG DETECTOR DISCREPANCIES The Coast Guard has discovered that certain models of fog detectors may not activate the sound signal if a failure of the fog detector occurs. Below is a list of navigational lights in the First Coast Guard District equipped with the model type under evaluation. Mariners are urged to exercise caution and report any sound signal discrepancies to the nearest Coast Guard unit. The new exclusion zone coordinates are as follows beginning with in a box defined by its northeast corner at 40-21N, 069-46W, its northeast corner at 40-21N, 069-44 W and southwest corner at 40-20N, 069-46W, and its southeast corner at 40-20N, and 069-44W. Any vessels who sight or recover any debris believed to be part of the Egypt air flight 990 are requested to contact the Coast Guard On channel 16 VHF-FM or 2182 KHZ. Mariners are reminded that Egypt air investigators recommend no fishing gear be deployed within the previously mentioned coordinates. LNM 05/00 (CGD1) MA - BOSTON HARBOR - Pier work is being conducted at the Boston Coast Guard Base from 01 Feb to approximately 01 Jun, 2000 . Mariners transiting this area are required to travel at no wake speed. MA - CAPE COD BAY - CAPE COD CANAL - Bridge Rehabilitation - Paint work is in progress at the Sagamore Bridge across Cape Cod Canal at mile 5.2 until further notice. Mariners are advised to use extreme caution when transiting the area. Chart 13246 LNM 05/00 (CGD1)

MA - BOSTON INNER HARBOR - CHARLES RIVER - Bridge Construction - Construction of the new I-93 Main Line Bridge across Charles River at mile 0.6 is in progress. A 90ft by 100ft crane barge is located immediately upstream of the Gridley Locks at the south side of the locks. This crane barge will remain in this location until further notice. In addition, cargo barges will be located in the waterway at various locations. Mariners should exercise caution while transiting the area. No wake speed must be exercised while transiting the Charles River Basin area. Chart 13272 LNM 05/00 (CGD1)

MA - MOUNT HOPE BAY - PALMER RIVER - Bridge Construction - The Old Providence Road Bridge across Palmer River at mile 0.7 in Swansea, Massachusetts is being replaced. The old bridge has been removed and there is construction work in the waterway ongoing until further notice. Upstream of this location is a temporary utility bridge with clearances that exceed the old bridge clearances. All mariners are advised to exercise caution when transiting the area. MA - NARRAGANSETT BAY - TAUNTON RIVER - Bridge Construction - Construction for the new Brightman Street Bridge across Taunton River at mile 2.1 is underway. Construction barges will be working in the waterway during construction. A crane barge will be located on the west (Somerset) side of the waterway to facilitate new bridge construction. CT - LONG ISLAND SOUND - DUCK ISLAND TO MADISON REEF - PATCHOGUE RIVER - Bridge Rehabilitation - Work has started on the temporary bridge installation for the rehabilitation project on the Route 1 (Singing) Bridge across Patchogue River at mile 0.6. Work equipment and barges will be located in the waterway until further notice. Mariners are advised to reduce wake and exercise caution when transiting the area. Chart 12374 LNM 05/00 (CGD1)

NY - NEW YORK TO WAPPINGER CREEK - HUDSON RIVER - Vertical Clearance Reduction - Superstructure cleaning and painting of the Tappan Zee Bridge across Hudson River at mile 27.0 are in progress. A maintenance traveler measuring 12 feet wide is operating from the mid-channel to pier 175 with vertical clearance reduction of approximately 10 feet. Another maintenance traveler with the same measurement is operating between piers 175 and 173. Mariners can contact NYSTA at (914) 524-0206 between 0700 and 1630 or (518) 436-2888 after work hours, to have the traveler moved out of the channel. NY - HUDSON AND EAST RIVERS - HUDSON RIVER - Bridge Rehabilitation - Replacement of bolts, patching the concrete deck and miscellaneous steel repairs at the George Washington Bridge across Hudson River at mile 11.0 is in progress. Traveler platforms are suspended from the bridge and operating at various locations until further notice. Vertical clearance is reduced approximately 10 feet by the traveler platforms. Mariners requiring the exact locations of the traveler platforms can contact the contractor at (917) 641-8658 or (201) 346-4021. Mariners are advised to exercise caution when transiting the area. NY - NEW YORK HARBOR - EAST RIVER - Bridge Rehabilitation - Rehabilitation of the Manhattan Bridge across the East River at mile 1.1 is in progress. An 80ft wide work platform will be operating under the bridge beginning from the Manhattan Tower moving toward the Brooklyn Tower. Vertical clearance under the bridge is reduced by approximately 10ft. The work platform will be marked by 4 red lights at the lower four corners.
